In most youth and rec leagues, yes, kids can wear any number they want. Numbers at this level are for fun and identification, not positions. Leagues just need players to be identifiable. If the league provides jerseys, the number is already chosen. If you are choosing, the field is wide open.

Second, a coach might assign numbers to keep things organized. A fast message to the coach before you pick saves any mix-ups.
